In England a doctor no matter how qualified and some other professionals cannot practice medicine or work till they can speak fluent English.

I am sure it is the same in the USA. Do you think she is saying only EDUCATED people should be allowed in the USA? ...

To be fair, she did correct herself pretty much straight away.
