Have just been listening to Sainsbury's CEO on BBC Breakfast. Amongst other things, he mentioned the imbalance between 'property-based' businesses and internet/online ones in respect of Business Rates - almost always based on the organisation's physical presence on the High Street/commercial park.
Is it time for Government to work to improve this balance, and how would people go about that?

If the on-line business benefits from not having buildings to maintain then it generates rather higher profits, does it not? This should result in higher Corporation Tax revenues.
And buildings do have the benefit that they cannot (easily) be exported to Luxembourg or Ireland ...
