Typically it is the Paisleyites (the N I branch of the Westboro Baptists) who are preventing equal-marriage legislation at the moment.

Yep. The DUP are actively subverting the democratic process, since all the other parties are in favour and a majority of the public (68%, IIRC).

Yep. The DUP are actively subverting the democratic process, since all the other parties are in favour and a majority of the public (68%, IIRC).
But the rest of the UK has often had a main party that makes up a minority of the public and have been able to push actions and policies through that aren't necessarily supported by the majority of the electorate (probably a better term than the rather nebulous 'public' which - obviously - includes children and other people ineligible to vote for whatever reason).
