Vladimir Putin says the 2016 Olympics will be devalued without the drug crazed cheating Russian athletes.

I think I hold a different opinion.

While I agree with you did Putin refer to drug crazed Russian athletes?

Yes.

He didn't actually call them drug crazed and cheating, but the evidence shows that many of them are.
