perhaps we should accept that young men and women want sex and the RN should provide relevant facilities . this may help to prevent affairs where emotions are involved .
As far as drugs are concerned regular testing should be carried out and the offenders discharged before boarding .
Sniffer dogs are very good at finding drugs which are hidden aboard, problem solved ;)

We are often told that words and phrases change meaning over time, perhaps this behavior is the new definition of "Splice that Main Brace"?

I wouldn't go that far :D, I just don't have a lot of faith that people will always behave well when they're cooped up together and have heard similar stories before. Pity it got out really, I don't suppose it's done any good.
