The damning data set there is the number of prosecutions that has been in steep decline since 2017. In the same period, reports of rape have steeply increased.

I don't buy the hypothesis that the CPS has changed its policy to only prosecute cases that they are likely to win because then we would see the proportion of convictions increasing but the data show they have decreases roughly in proportion. I suspect the problem is entirely due to lack of resources - not enough police officers.
