Can you clarify extraordinary?

Interpretations that I can think of

a) a former head of state of a Western industrialised country is a criminal

b) a former head of state of a Western industrialised country has been held accountable and actually convicted for his crime

c) a former head of state of a Western industrialised country bribed a magistrate and got away with a year of house arrest

It is incredible that Sarkozy is to spend his custodial sentence at home, but there is no evidence he bribed the judge to allow him to do so.
