They need a facility to watch themselves. Cut police numbers and the bent one's have got lots of places to hide.

Fair point. I get annoyed at smart-arse comments to reports of findings that (say)sugar causes obesity, because confirmation of the apparently obvious is still valuable, since sometimes things everyone thinks are true turn out not to be.
