Can understand both the CPS's decision and the relatives upset.

That's not true except in a technical sense. Six people were convicted in what was a terrible miscarriage of justice and their convictions were quashed.

Anyway, I'm not surprised that no further action will be taken. A lot of the witnesses must have died by now and the perpetrator, if he or she is still alive, is going to be pretty old.
