Impressive bit of sleuthing here, would be interested to know what the trigger for the investigation was.

Either a whistle blower or loose lips. It could be that some of the traders weren't aware of the rules against using WhatsApp and might have mentioned it to the regulator's inspectors in complete innocence. That might be what "did not take sufficient reasonable steps to ensure compliance with its own policies and the requirements of the regulations" means.
