(From the article)I think I'd agree with both arguments. I saw one dog while shopping at lunch time. It was held by a lead and its owner kept it there. It was very calm ( and no one went near it) and quite inquisitive.
Blame the irresponsible owners and any irresponsible owners.

I see Sunak has announced that Bully XL dogs will be banned by the end of the year even though there isn't a definition and the ban is in part because of the death reported here where we don't know what the dogs were.
Knee jerk politics but that's really the entirety of Sunak's political ambitions at the moment.

The Act has been controversial for failing to stem the rise of dog attacks and for focusing on a dog's breed or looks instead of an individual dog's behaviour.
