I bet that £1 billion is going to eradicate the £16 billion in cuts to the rate support grant over the last decade.

Well, it does in some alternate universe where money follows the wishes of PM's rather than the laws of economics.

My hometown also benefits (Mansfield).

The reports I read this morning said that the money woul be deaalt with by some sort of consortium of local MP, local council, businesspeople, etc. So not going directly to the council and no doubt somebody will be able to "direct" the money to their particular interests given that this government gives fuck all for any sort of due diligence in matters of this nature.
