She's serving a prison sentence. This would be a privilege idk it had been allowed, but, well, tough. Don't do the crime.

So you have a rule where people can be allowed out if on a tag but because someone is too small because she's a 78 year old women for the tag, and is therefore much less likely to be a danger, you send them to jail and waste money. Idi-fecking-otic

Seems to me that to return her to prison simply because she is too frail/thin to be fitted with a tag, and given her age and that she has been at home without incident, is both disproportionate and costly (and maybe a wee bit cruel given the specific circumstances).
Hard to see how society benefits by her return to prison simply because there is no suitable 'kit' for her.

She broke the law. Why do I need to have sympathy for a convicted criminal?
