With this, on top of Horizon, the blood scandal, Hillsborough, the sexual abuse in the CoE, and many other incidences, it is surely a valid question as to whether there is a culture of cover up in our institutions?

Institutions of any sort, including MI5, who cover up abuse should have to pay large sums of money to the victims of the crimes.
