I have to admit to being baffled by this. Surely he should just say if elected he'll do it immediately. It's a promise that he's not likely to need to keep, and it would put a proper challenge to the Labour Party.

Saw this comment from Torsten Bell - no doubt they hope this sounds good to potential Tory voters. They must think the rest of us are idiots.

This is a lot easier to announce than deliver. This promise is for 2030 when the MOD doesn’t currently have a budget for 2025/26... and announcing it outside of a fiscal event means trade-offs/how it’s funding is completely ignored

But that's what I don't get, it's not going to sound good to potential Tory voters. It sounds weak.
