Long-term social care reform unlikely before 2028 - ministers

The headline is a bit upbeat since 2028 is when the proposals are likely, and given it's not known what they will be, it is unclear when they could be implemented. It's understandable why it might take that long but it underlines the failure of previous govts to address it, even though it's 13 years since the Dilnot commission - something that does not bode well for the 2028 date.
