Never is a very long time.

It only matters if you insist that the England manager should be English. In my opinion the England manager needs to have experience of coaching successfully at the highest level.

You asked the question "does it matter [if an English manager never wins the EPL]?"

My answer is no, unless you want the England manager to be English. The reason being that, in order to have a reasonable candidate pool you need English managers who are successful at the highest level.

Sorry, I don't see why this works, unless you argue that to be a successful England manager you need to be successful in the EPL and English.

Southgate has little experience. Whether he's any good remains to be seen.

I think there is still an attitude that foreign managers manage foreign players better. Maybe if more English players go abroad, their breadth of experience will make them more attractive as high level coaches in the future.
