He was, of course, the perpetrator of the world's worst fake cockney accent, in 'Mary Poppins', so, in his honour, your nominations for most atrocious accents on screen. I nominate Gordon Kaye's French accent as Rene in 'Allo Allo'.
I came to realise that every time we recognise something human in creatures, we are also recognising something creaturely in ourselves. That is central to the rejection of human supremacism as the pernicious doctrine it is.

Gorden's accent was deliberately, comically bad though, wasn't it?

Keanu Reeves in Dracula is the one that sticks out for me.


Or anytime Sean Connery attempted any accent it was pretty bad!
