Even if this guys actions were intended to be provocative, I find it hard to understand why that should be taken by some adherents of this book to be worthy of punishment: even if they revere it, surely they realise must that others don't - can't see why they can't just ignore what they don't like.

Unfortunately people don't but the additional worry  is the consideration of making it a crime.
