Title: Universal credit must change to tackle long-term sickness, report says

Interesting report in that it doesn't seem to loom to, nor does the reporting, attach blame in terms of motives. Leaving aside the messy introduction of UC, it has seemed more about having a reasonable and consistent approach than a money saving device.
