Obviously there are American Football matches that have taken place abroad but somehow that feels different in that the countries such as the UK don't have leagues in the sport that have a successfully high profile.
I'm also struggling to see what "adequate provision has been made for fans of the teams playing a proposed out-of-territory match to attend the match in the host country" means.

Some years ago, I was in London on a day when Borussia Dortmund were playing Bayern Munich at Wembley (I know, right? Weird!). Fans of both teams were travelling on the same underground trains, and were all alarmingly quiet and well-behaved.

Bayern. The 2024 final, which is in 2 weeks, was very nearly a replay of the same match, at Wembley, with Bayern just getting knocked out in the semi final late by Real Madrid, who will play Dortmund.
