I think that sporting boycott are always a matter of some very odd line drawing about what is acceptable behaviour.but I think that this is a reasonable case.

Politics should normally be kept out of sport, but where a regime discriminates on grounds of sex, race or ideology in its sports, a boycott is justified. Afghanistan under the Taliban does so discriminate, so yes, a boycott is justified. Also, strict economic and cultural boycott, including boycotts of other countries that break those boycotts.
