National service was the reason I moved to Finland. But then it was something I always wanted to do. Which brings me on to my next point. For national service to be successful it requires a fairly high level of motivation on behalf of the conscripts. Usually the nearer the threat, the greater the motivation.

I think that the idea suffers from its history and in the UK from the struggle it has with any idea of pride in thd country - see the discussions of fun with flags. That, of course, also has issues with the splits with people across the nations of the UK.
Your point about the proximity of threat is obviously driving this in France, and not just about the proximity but the move from The US to be more isolationist.
