Couple of thoughts on this, first of all that it feels 20 years too late, though that's not Labour's fault. Second dependent on the plans, this could be either perfectly possible to achieve, indeed might be quite easy to get to a specific milestone, or it might be almost impossible. On such things you really need to see what exactly it is to be delivered by what exact date to get any real picture. I have worked on enough projects where the success criteria have been rewritten to know that this sort of nebulous promise isn't that useful.
