I don't think so - World Cup 2022 won't be defined for the French by beating England. For them it will be defined as either:
France embarrassingly capitulate to Morocco - or
French final heartbreak to Croatia/Argentina - or
Triumphant France retain World Cup
The quarter final won't get a look in.
As Henning Wehn once said.
"England-Germany is always a big game, although for Germany there are usually much bigger games to follow".
Of course, on this occasion, Germany's defining game wasn't a much bigger game or even an England match.
The England France match will not be the one that the French remember from this World Cup.
