That quote has absolutely no information content in it at all.

He also said

"We cannot afford to lose full access to the European markets on which so many British businesses and jobs depend."

So I am left wondering why his campaigning to stay in the EU before the Brexit vote was so underwhelming.

OK wondered enough, the answer is that he is completely useless.

Both he and May seem to be very attached to the saying:

It's a quite marvellous statement of nothing. It looks like a sentence but it's like he had speechwriters write random phrases and then picked them out of a hat.
