Not the whole picture. Certainly you need some heavy-duty physicists to crunch the numbers necessary to develop nuclear weapons, but it takes the military and politicians to go ahead and use them. The head of the Manhattan Project was Maj. Gen. Leslie Groves reporting directly to the President; scientists such as Leo Szilard* were the ones trying to prevail upon Washington not to use what had been unleashed.
