So people who are paying a subsidised much lower than market rate for their housing are not allowed to use the same luxury facilities that people who pay much more for their housing can use. I'm nor sure what the problem is. That's the way the World works and has worked for centuries.

There are some examples of this kind of housing being appalling in its treatment of people -  friends of my dad's daughter found herself on a development where the luxury housing was gated off from the affordable.

This example isn't that.

Those who have bought their flats or are leaseholders pay for the extra facilities in their service agreements.  It wouldn't be fair for those who don't pay to be using them.

Would it be possible for the subsidised tenants to pay for the use of them if they can afford to, separately from their rent?
