As so many times with such reports, the first thing that happens is spinning it to say what you want it to say. I suppose I will have to read the damn thing.

Certainly Grant Shapps was attempting to do that this morning on TV. Don't think he's quite got the hang of it yet, though.

That reminds me of the wartime challenge:  Halt!  Who goes there?  Friend or Foe?  I couldn't imagine anybody replying 'Foe' without pulling the trigger of their gun first.
