The problem for Thames Water here is even if they are correct about the cause, it reads as if they should have been carrying out updates to prevent it before it happened since they knew it was possible. It's been a wet start to the year in the area but it's not Noahtime.

Add to that the various breaches in recent years by water companies, and it's not going to be seen as anything other than a systemic failure.
