Large kites can certainly be dangerous in the hands of young kids. When I was about five, my two crazy young uncles made a huge kite, which they flew in one of our fields. I wanted a go, and I went up a few feet up in the air. They bribed me with sweets not to tell my mother, who would have had their guts for garters!
Talking of Camber Sands, that beach is etched in my memory! We lived in Kent in the late 70s when our children were small, and visited Camber Sands on a daytrip. My husband had taken our eldest off to buy ice creams and as I was changing our baby girl's nappy on the beach, our middle daughter (3) wandered off. We couldn't find her and had to call the police. Two very long hours later she was found happily playing in a rock pool a long distance away!
